CUDC Charter Document - Proposed on March 2004 and adopted December 14, 2004.  This document provides an overview of the CUDC, its mission, collaboration, operation, and membership.  It was developed jointly between the Latino Journal and the California Public Utilities Commission over a nine-month period.
